Executive Order 2009-003
Departmental State of Emergency

WHEREAS, the City of Canton is committed to assuring the delivery of vital services to the residents and businesses of the City of Canton in the most expeditious and efficient manner possible; and

WHEREAS, there are times when extraordinary conditions such as a Departmental State of Emergency make it particularly vital that the City maximize its resources to serve its citizens; and

WHEREAS, City of Canton residents depend and rely on City employees to deliver services during difficult circumstances; and

WHEREAS, as the Chief Executive Officer of Canton, Ohio, the Mayor is charged with the ultimate responsibility of supervising and directing the day-to-day affairs of City Departments and Offices as prescribed by the Ohio Revised Code and Codified Ordinances of the City of Canton; and

NOW, THEREFORE, I, William J. Healy, II, Mayor of the City of Canton, under the authority conferred by the State of Ohio, do hereby order that all City employees whose control of activities falls under the direction of the Mayor, the Director of Public Safety and/or the Director of Public Service’s authority follow the procedures regarding a Departmental State of Emergency.

BE IT FURTHER ORDERED that the Director of Public Safety and the Director of Public Service are empowered to declare a Departmental State of Emergency when, in his/her judgment, there is a compelling need to do so in order to cope with extraordinary circumstances.  This declaration will be communicated to all affected personnel by all means of communication, including media sources.  When necessary, City employees may be directed to use City vehicles to transport City personnel. 

BE IT FURTHER ORDERED that all City employees under the Offices of Public Safety and Public Service shall provide to their Department Head all current contact information, including, but not limited to cellular phone numbers and email addresses, to be used during emergency situations. 

BE IT FURTHER ORDERED that following the declaration of a Departmental State of Emergency, all applicable employees not scheduled to work shall report to work, unless otherwise instructed.  Each Department Head may direct home visitations or waive this provision at his/her discretion. 

BE IT FURTHER ORDERED that malingering during a Departmental State of Emergency shall not be tolerated and shall be subject to the strictest penalties available under the law. 

BE IT FURTHER ORDERED that this order shall be used in conjunction with Executive Order 2009-002:  Canton Incident Management System when appropriate and necessary.
