Consolidated Annual Performance & Evaluation Report

The Consolidated Annual Performance and Evaluation Report provides information regarding the programs and activities carried out by the City of Canton through its Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and Home Investment Partnerships Program (referred to as HOME) Programs for the program year beginning April 1, 2017, and ending March 31, 2018. 

A copy of the performance information made available to the United States Department of Housing and Urban Development (HUD), including the summary of public comments received, will be available for examination by the public upon request. Copies of the report are available for review at

Action Plan Summary

The Action Plan is a consolidation of various HUD programs, including the CDBG Program, the ESG Program, and the HOME Program. The City of Canton receives funding directly from HUD. The City’s Fiscal Year 2018 Annual Action Plan covers the period of April 1, 2019, through March 31, 2020. 

As an entitlement community, the City of Canton is responsible for the preparation of a local strategic plan for community development, as well as a Consolidated Plan and Annual Action Plan that describes the housing and community development activities to be carried out with the City’s CDBG, ESG, and HOME funding resources. A copy of the budget information made available to HUD, including the summary of public comments received, will be available for examination by the public upon request.

The City of Canton’s Community Development Annual Action Plan describes the City’s priority community development needs eligible for assistance under the CDBG, ESG and HOME Programs, including an assessment of:

  • Economic development
  • Historic preservation
  • Homelessness
  • Housing
  • Infrastructure improvements
  • Planning needs
  • Public facilities
  • Public services

Development Objectives

The Plan includes the City’s long-term and short-term community development objectives that have been developed to address the national goals of the CDBG, ESG and HOME Programs, which include:

  • The provision of decent housing that is affordable to low and very low-income households.
  • The provision of a suitable living environment, improving the safety and livability of neighborhoods, increasing access to quality facilities and services, improving housing opportunities, and revitalizing deteriorated neighborhoods.
  • The expansion of economic opportunities, creating jobs that promote long term economic and social viability and that are accessible to low and very low-income persons.
