The City of Canton is currently distributing one recycling container free of charge to city residents. When all residents have received their free container, we will be accepting requests for additional containers. Currently, we do not plan to charge for the additional container. If supplies begin to run extremely low or completely run out we may impose a per-container charge for additional containers. To request another container, fill out the Container Request Form.
Because plastic bags are not recyclable in our current program, we request that residents only use the approved containers supplied by the City when recycling their materials. City recycling employees are unable to accept materials that are not in an approved container. Residents should request another bin by filling out the Container Request Form.
Unfortunately, the program is only open to those residents who receive City sanitation services. If you live outside the City, it is highly unlikely that you receive City sanitation services. However, if you do live outside of City limits and receive City of Canton Sanitation services, you can participate in this program. There are currently no plans to expand service outside of our current service area.
If the recycling container simply tips over, chances are that the recycling pickup workers will pick up your materials and put them in the truck. However, similar to standard sanitation services, it is the resident's responsibility to ensure that materials are placed in their designated pickup location in an orderly fashion. Large quantities of recyclable materials that are spread over a defined area could result in citations from the Canton City Health Department.
To prevent animals from getting into your recyclable materials, be sure to thoroughly rinse your food items before placing them in the container. Animals are attracted to food smells - if your items have been rinsed properly, animals will not have any reason to investigate your container.
Though we strongly encourage all residents to participate in our recycling program, residents are not required to participate in the recycling program at this time. If you choose to opt-out of recycling, your sanitation bill will not raise or lower, as this is a free service. Should you opt-out of the recycling program, we ask that you call Canton Curbside Recycling at 330-489-3000 to have a City employee retrieve your free recycling container for another household to use.

AEP Energy will be replacing FirstEnergy Solutions as the new program supplier. AEP Energy won a competitive proposal process and was chosen as our program's supplier through the March 2021 meter read dates.
In this program, the price you will receive for the generation related charges is fixed at 5.376 cents per kilowatt- hour (kWh) for all the electricity you consume from March 2018 through March 2021. Unlike our program rates, the local utility’s rates change quarterly and are unknown in advance.
If you have already chosen a supplier you will not receive an Opt-Out Notice and are not eligible to be automatically included. You will need to contact AEP Energy seeking enrollment information. You will need to be aware of any obligations in your current agreement; many include an early termination fee. AEP Energy will always try to accommodate residents should they wish to enroll after the initial enrollment period. The Public Utilities Commission of Ohio (PUCO) has approved a number of additional assistance programs to help customers with their energy bills. You may be eligible to participate in other programs and this offer from AEP Energy. Eligibility and enrollment information can be found on the PUCO website.
If you received a letter telling you to proactively join the program (an opt-in letter) and then a letter stating that you will be automatically included in the program (an opt-out letter), you should ignore the opt-in letter and follow the instructions in the opt-out letter. The opt-in letter was likely sent to you in error. If you received both letters and wish to remain in the program you do not need to take any action.
“Opt-out” means that you can decide not to participate in the City’s electric Governmental Aggregation Program. By returning the opt-out form, which was included in the mailing, you will not be enrolled in the City’s program and you will not receive the program rate.

Yes, AEP will continue to offer those programs. If you are currently on budget billing AEP will continue to budget bill your distribution charges, but you will need to contact the supplier, AEP Energy, to request budget billing for your generation and transmission charges. Otherwise, these charges will be passed through based on your actual monthly usage. You can call AEP Energy at 877-726-0214 to request budget billing.
You will be given an initial 21-day period to opt-out free of charge and then another 7-day period as soon as AEP Energy enrolls you as their customer. We are pleased to report that we have been able to eliminate the early termination fees for the program. You may leave the program at any time without penalty.
There is no penalty from AEP Energy for terminating your agreement if you move. If you move within the City and want to remain in the program, you’ll need to call AEP Energy at 877-726-0214 to re-enroll.

Governmental aggregations allow an entire community, or groups of communities, to join together to form one large buying group. Once voters authorize an aggregation, elected officials are then permitted to shop for natural gas on behalf of their residents and small businesses.
As a large buying group, residents participating in an aggregation have more buying power. The aggregation is in a better position to negotiate favorable pricing and supply terms than what could ordinarily be achieved by any one individual resident.
In Ohio, there are two types of aggregations. A community may conduct an "opt-out" program or an "opt-in" program. With opt-out programs, each eligible resident is automatically enrolled in the program unless they notify the supplier that they do not wish to participate. With opt-in programs, each resident must notify the supplier to actively enroll in the program. Opt-out aggregations are the most common types of aggregation programs because they result in higher participation that usually results in lower rates.
For starters, a community must obtain the approval of voters to form a natural gas aggregation program. Community leaders are then permitted to proceed through a series of steps to become certified by the Public Utilities Commission of Ohio as a governmental natural gas aggregator.
With the assistance of a Public Utilities Commission of Ohio (PUCO) certified consultant, a community seeks bids from certified retail natural gas service providers. A qualified bidder is selected to supply the aggregation with its gas for a set period of time. An "Opt-Out" Notice is sent to each eligible community resident prior to the start of the aggregation. Each resident has 21 days from the postmarked date on the notice to contact the supplier to withdraw or "opt-out" of the program.
After the 21-day period, any resident not opting out will be submitted to the utility company for enrollment in the program. The utility company will send notice of the pending enrollment to each participating resident. Each resident will then have 7 days to rescind their enrollment in the program by contacting the utility company. After the 7-day rescission period, all participating customers are officially enrolled in the program. The new supplier will appear on your natural gas bill within one to two billing cycles after enrollment is verified by the utility.
No. For your convenience, you will continue to receive only one bill from Dominion Energy Ohio (DEO). It will show DEOs delivery charges and the supply charge amount owed Constellation. DEO continues to read your meter, issue monthly bills and responds to all service calls.

No, by law there are certain limitations on eligibility. All of the current participants in our community's program will receive a notice of the new program rates, terms and conditions and continue to be eligible. Newly eligible residents or businesses must be located within the community limits. Furthermore, they must have received an Opt-Out Notice from Constellation. Here are the criteria for new member eligibility:
Customer switching takes place when meters are read. Therefore, your start date for the new rate will depend on when Dominion Energy Ohio (DEO) reads your meter. Your service from Constellation is expected to begin with gas flowing in April 2020 (May 2020 bill cycle).
The community’s Governmental Aggregation Program can go on indefinitely. The offer from Constellation is for four years and will end with your April 2024 billing cycle. The rate through your April 2024 billing cycle will be $2.835/Mcf.
While most residents will remain in, and benefit from, Governmental Aggregation Programs, the choice is up to you. If you do not want to participate you will have 21 days in which to return a reply card to Constellation or call them toll-free at 1-844-467-4303. If you fail to do that, Constellation will enroll you as a new customer. Dominion Energy Ohio (DEO) will acknowledge the enrollment and send you a confirmation letter reminding you of the pending switch. That letter will mention that you can cancel the switch by contacting DEO within 7 days.

Yes. A very attractive feature of our program is your ability to leave free of charge at any time for any reason. There are several "formal" opportunities to take yourself out of the program.
First, when an offer is presented you will have 21-days to opt-out by returning a card to Constellation or making a toll-free phone call. If you do not opt-out Dominion Energy Ohio (DEO) will then send to new members a confirmation notice giving you 7 more days to cancel the switch. Furthermore, by law, you will be able to leave without penalty at least every two years.
Natural gas prices are highly volatile. Market rates change often and quickly. Price differences between communities will vary based primarily on the contract term and the dates on which pricing was secured for the community.
A resident moving within the same community can stay in the aggregation by providing Constellation with their new address. If a resident moves out of the community or does not provide Constellation their new address, their participation will end and no early termination fee will apply.
The programs are similar but totally independent. The electric and gas programs have different suppliers and are on different time lines. You do not have to belong to one to participate in the other.

There are several options to choose from. Most importantly, you will need to download, print, and fill out a Personnel Complaint Form (PDF). This can also be picked up at Internal Affairs during business hours or at the Information Desk in the Police Department located in the basement of City Hall.
This form asks for basic information about you (the complainant) and the details of the incident you wish to have investigated. Be sure to sign and date it at the bottom, then return the form to Internal Affairs. You will then be contacted by an Internal Affairs Officer who will arrange an interview. At that point, the process of investigation is started, but remember, nothing will begin on the case until the complaint form is received by our office.

Generally we are open from 8 am to 3 pm Monday through Friday. However, the commanding officer cannot always be present in the office. Internal Affairs investigates the conduct of our officers or employees. The office will not contest what you (the complainant) were charged with criminally, or cited for in a traffic violation. All charges will be handled through a court of law.
Our office looks into the actions of our officers both on and off duty. Sworn officers are held to a higher standard and are expected to handle themselves in a manner conducive to that decree of conduct. If you believe that a Canton Officer did not act with proper conduct and professionalism, then you are encouraged to file an official complaint with the Canton Police Department Internal Affairs Office.
The Office of Internal Affairs is actually a bureau of the Canton Police Department under the direction of Chief Jack Angelo. The operations of this office are headed by the Commanding Officer, who is currently Lieutenant John Bosley.
The investigations of Internal Affairs may take up to ninety days to reach completion, however, most investigations are concluded much earlier than the ninety days. Depending on the nature and severity of the investigation, and the number of witnesses and officers to be interviewed, investigations rarely will extend beyond the ninety days. If the investigation does go beyond the permitted ninety days, the complainant will receive notice from the Internal Affairs Office explaining the delay in the investigation.
Once the Office of Internal Affairs has completed the investigation of the complaint and the completion is presented to the Chief of Police for his review, his office will send you a letter notifying you of the results. The letter will state that the complaint is:

Garbage is usually picked up on its normal scheduled, weather permitting, advanced changes in the schedule can be found at the Sanitation Department’s Holiday Schedule. Most changes to the normal schedule are also posted on the main page of the City’s website just prior to the event. For safety reasons pick-up will not take place when the weather is determined to be dangerous.
Used motor oil and antifreeze can be taken to the City of Canton Recycle Center. NEVER dump oil or antifreeze down storm drains!
Hazardous household waste may be taken to the City of Canton Recycle Center. NEVER dump them into a creek or storm drain.
Acceptable waste includes: flammable liquids, aerosols, pesticides, insecticides, herbicides, fungicides, oil base paint, corrosive liquids. Automotive fluids, pool chemicals, items that contain mercury or florescent bulbs.
Unacceptable waste includes: latex paint, explosives, smoke detectors, DEA regulated material and bio-medical waste.
Pick-up after your pet and dispose of their waste in the toilet or trash. Don't rinse or dispose of the pet waste into a storm drain.
There are a couple of options when disposing of leaves and/or grass clippings. First consider composting them. If this is not something that you are interested in doing, you can bag the leaves and/or grass clippings and place it at the curb on your normal trash day. The bags need to be manageable and properly bagged. NEVER dump them into a creek or storm drains to get rid of them!

Generally, the wheeled cart should be placed at your normal collection site on the street adjacent to/touching the curb or the end of pavement adjacent to/touching the yard. If this is not possible because you live on a main road, narrow road, etc., please ensure that the cart is placed in a safe and secure location in the approximate location where your waste is typically set out. For example, the tree lawn, sidewalk, drive apron, etc.
The wheeled cart is already included in your current Sanitation bill. There is no separate charge.
Yes. We do ask that residents first use the provided cart. Trash in excess of the provided cart may then be set out as was done typically prior to the wheeled cart implementation. Additionally, we still collect up to two (2) large items per week.
We do ask that all residents use the wheeled cart. This will help reduce workplace injuries and contain trash. If a resident is unable to use the cart due to extenuating circumstances, he or she may contact the Sanitation Department at 330-489-3020 to request an exemption.
Each cart comes with a full 10-year warranty for typical use. If a cart is lost or damaged for reasons outside of typical use, a $75.00 replacement fee will be charged.

To best serve the City of Canton, we ask that when there is a chance for snow and ice that you limit the parking of vehicles on the road. If you have access to a driveway please use it to park your vehicles during the snow and ice event. Parking on the street greatly limits the plow driver's ability to do a thorough job clearing and treating the pavement. It reduces the lane width creating a limited and often cramped lane for our plow driver to operate within. It also defeats our goal of treating the pavement from curb to curb.
Ordinance 357.04 prohibits parking on emergency snow routes.
The parking ban is instituted when four inches or more of snow is on the streets of Canton and the Street/Sewer Department is actively involved in the removal of this snow. Designated Emergency Snow Routes are marked as such by signage. When the Mayor or Service Director declares an emergency and invokes the parking ban, such notice shall be conveyed through local radio stations. Vehicles parked on designated Emergency Snow Routes during the ban will be towed at the owner's expense. The parking ban remains in effect until the Mayor or Service Director lifts it.
Feel free to call the Street Department for any unplowed street at 330-498-3030. Office staff will take your request and your street will be added to our list. Please keep in mind there are 900 lane miles in Canton, divided into 13 districts. That means most of our plow drivers are averaging over 70 lane miles driven per snow and ice event. They can't be on every road at the same time.
Repeated calls from citizens to the office will have no impact on when your street will be plowed. There is a "Procedure for Snow and Ice Events" in place that the drivers follow.

Used motor oil and antifreeze can be taken to the City of Canton Recycle Center. Never dump oil or antifreeze down storm drains!
Hazardous household waste may be taken to the City of Canton Recycle Center. Never dump them into a creek or storm drain.
Pick-up after your pet and dispose of their waste in the toilet or trash. Don't rinse or dispose of the pet waste into a storm drain.
There are a couple of options when disposing of leaves and/or grass clippings. First, consider composting them. If this is not something that you are interested in doing, you can bag the leaves and/or grass clippings and place them at the curb on your normal trash day. The bags need to be manageable and properly bagged. Never dump them into a creek or storm drains to get rid of them!
The Canton Water Department obtains 100% of its water from underground wells. Our wells extend hundreds of feet deep into sand and gravel aquifers that were created long ago by glacial activity. These natural aquifers provide Canton with an average of 24 million gallons of water per day. We have three separate well fields that supply water to our three water treatment plants.
Should the need ever arise, we have several protective backup systems built into our utility that enable us to ensure a dependable flow of drinking water to our consumers. As previously mentioned, Canton has three separate water treatment plants and well fields. If one plant is taken off-line, the other two plants can make up the difference in water production.
The City also has 27 million gallons of drinking water stored in enclosed reservoirs. This quantity represents about one day's supply of water and is kept in reserve as a precautionary measure. Another backup system is the new 2,100 horsepower Caterpillar Diesel generator. This powerful generator can provide enough electrical power to operate our Sugarcreek Plant in the event of a widespread power outage.
We also have two interconnections with the North Canton Water System which are normally kept in a closed position. In an emergency, however, these valves could be opened and potable water supplied to our system or vice versa depending on the need. All of the redundant and overlapping "backup" systems described above ensure that the Canton Water Department can provide a dependable supply of drinking water to all of our consumers.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly persons, and infants can be particularly at risk from infection. These people should seek advice about drinking water from their health care providers. United States Environmental Protection Agency (EPA)/Center for Disease Control (CDC) guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline, which can be reached by calling 800-426-4791.
The EPA requires regular sampling of the City's water supply to ensure drinking water safety. Each year the Water Department conducts over 20,000 tests for more than 100 different substances. The good news is none of the contaminants that we detected exceed EPA established maximum contaminant levels or resulted in a violation of drinking water standards.
Only a very small percentage of the contaminants tested for exist in our water at detectable levels. The Ohio EPA requires us to monitor for some contaminants less than once per year because the concentrations of these contaminants do not change frequently. Some of the data, though accurate, are more than one year old.
Water hardness is an aesthetic quality of water, and is caused mostly by the minerals calcium and magnesium, but is classified or measured based on the level of concentration of calcium carbonate. How hardness is classified is based on the following scale:
The water that the Canton Water Department delivers to its customers is considered to be "very hard water" but it varies slightly from our three water treatment plants. The following is a comparison of the three plants average hardness:
Water is often called the universal solvent. Water picks up minerals as it travels many miles over rocks and through soil as it makes its way to water treatment facilities. Those minerals, mostly calcium and magnesium, are dissolved and held in solution even after going through the treatment process.
The minerals in hard water can cause spots to form on dishes and a scale to form on showerheads, faucets and kitchen appliances like coffee makers. Boiling hard water causes the dissolved calcium to form a whitish or grayish or oily-looking scum on top of the boiling water. Freezing hard water will also cause the calcium to form white particles that appear when the ice melts in a glass.
